OK, I reread it. I understand what it says. I guess this regime may attempt that argument. And with this SCOTUS they may adopt it (or call it a tax). But my comment stands. The Constitution that our Founders gave us says that no treaty is US law until two things happen::

1. The President signs the treaty
2. 2/3 of the Senate vote yes.

I got those same warnings by listening to Dick Morris outline them all. Not only has obama been America's worst president, but he's been the most destructive as his policies are meant to soften our military resolve, belittle, apologize and blame us for our strengths, and to socialize our government via marxist/progressive/Coward/Piven strategies as to weaken us on a level of modern day Greece.
