My notebook successfully updated to 1607. The day before it had successfully done the major update--you can tell, the start menu is different. That left me with virtual keyboard issues, but 1607 cleared that up.

I still have the old version. On their help page it said that they will download the new version when its ready for my system or I could click the button to do it now. I'll just wait until it upgrades itself.
I wondered how they decided who should get. I thought more random, by region, or even modulus on license key, but it could be by system. Except they screwed up my notebook, the virtual keyboard, and had to patch next day. I found out by going to settings, updates, and checked, and there it was.
I thought they should have released it on new machines and kept "7" on the older ones. At least at first so the manufacturers could have had time to give them the right data. My computer is almost 4 years old but its a high powered Alienware system that's still faster and more powerful than most computers today. It also has some idiosyncrasies that might make it harder to adapt Win10's latest version. It has a bunch of fans and liquid cooling systems that can be operated automatically or set by the user. When Win10 first loaded on my computer all the fans ran at top speed. I had to set them manually at first. Dell bought out Alienware so there are also Dell weird proprietary issues the operating system has to contend with. I still like Win10 though, even more than Win7.
Ok, your ver. 1607 is now available and is called Featured Update (to Windows 10, version 1607)
*Note* ~ It may be a little *sticky* and will require a few tries to get the update installed ...
