I feel bad for the athletes not involved. Sure, they can still compete, but not under their flag... and I imagine they'll face a lot of backlash because of something they did not participate in.

Those who have proven to be clean may be able to compete providing the Russian government allows it.The IOC ultimately chose to “invite” certain Russian athletes to the 2018 Games, though under certain guidelines. Those athletes will be determined with “absolute discretion” by an IOC panel and “must not have been disqualified or declared ineligible for any Anti-Doping Rule violation.”
The question now is, will Russia allow its “clean” athletes to compete or will it impose a mandatory boycott?

I'm afraid that the Russian figure skating federation will decide to boycott the Korean Olympics altogether as a team. Individual skaters who still wish to participate would have to do it on their own at their own expense. I think there is no point in going there, if Russian athletes are not allowed to show their national flag. The Russian national anthem will not be played at award ceremonies.
