Because afaik, giving Congressional authorization to use "military force" does not = launching a ground invasion per se.
Bush could have just as easily continued patrolling the skies over Iraq & kept a close eye on Saddam's activities for awhile longer in order to be 100% certain he really was an imminent threat, then launched cruise missiles from the Gulf if necessary prior to opting for the last resort. But Bush went for the whole bag of marbles right off the bat. He didn't even bother attempting to build an international coalition.
Why? Because he had already decided to launch an invasion long before the Congressional vote anyway. Because like all conservatives, he wanted to look like a big, tough macho man. Increase his approval ratings. Be a "war president". Even at the cost of untold thousands of lives.
Implicit in any authorization for the use of the US military, is the assumption that said force is going to be used rationally, responsibly & intelligently.
Three words that never applied to that particular President or anything he ever did.
