    Getting home affairs sorted, along with other third world entities.

    The way home affairs is set up in my country South Africa, at the moment, it is easy to say it needs fixing. let's start with taxation? every year people are expected to stand in a line to pay their taxes, or they get penalized by about a thousand dollars of ten thousand rand.

    The best way to deal with this is to put it to the banks all year long. i mean, it is orderly to have it done all at once, and it could be more neat and tidy, but having it done over three months, when you could have it done in three weeks, is ludicrous!

    So, the best thing to do if you ask me, is to make it so that the banks just deduct the taxes each month. this would shift the balance from the state onto the banks, who do it without the people coming in, and, they could even write a program that goes into the files to find totals quite easily. then, the auditors could write a audit worm that randomly goes through the bank accounts each day, and gives inconsistencies via email to the bankers and state team. then, at financial year end they could compare it to last years totals and such.

    If we need to sort out home affairs without spending too much money, we could just simplify things! if things were simple like in my previous suggestion, it would be easier to navigate and organize. i remember going to get a passport once, and it was nearly chaos.

    The ticket system works. the amount of people coming in, well, that can't be helped, unless there are more home affairs buildings. if they were to take old run down homes, or, even open plots in the suburbs, then there would be less congestion. well, this will be quite cheap, about five hundred thousand rands per suburb, taking, on the average of say a ten thousand people per suburb, fifty rand each. i think that is a good ratio?

    Them we got to hook them up! i suggest that all files are not shared on a server, and, instead, they get emailed to each other automatically if they are in the right drive. of course, they should be color coded so as to get the most speed out of them, and, i suggest a privately made program to avoid hackers. it would take about a day to write this program too, costing about 20 000 rand or 2 000 dollars.

    Also, regarding the state of the salaries of those that work there, they should get eighteen percent each year, to keep them interested.

    Getting the drivers in check.

    A while ago, i suggested to stop drunken driving they should take the keys away from people until they sober up. that is not very realistic is it?

    So, now i suggest that they carry a sober up drink with them. this drink will come free at the end of the drinking session, and it must be cheap, yes? i suggest a bit of 'lert' stimulants to combat the drowsiness of the driver, or even keeping poppers in the car. actually keeping them for free like peanuts could work out well.

    Stopping violence.

    To stop domestic violence last week i wrote about how talking to your parents and husbands could help - if you talk tot hem while they are stressed at work, they will feel like someone cares.

    Now, to stop all violence, well, the way i see it, violence is related to stress of some sort, or tension. it is not like somebody just walks up to someone else and hits them. well, in the ghetto, this is true, because of stress. this stress is usually financial, yes? but we cannot give everybody money, so;

    If we were to give them too much to eat, then they would be too full to be violent. but that also requires money.

    So, if we were to increase 'sexual exploits' like male masturbation, there would be less stress. bombing these areas with porn would do the trick, yes?

    Or, if we were to issue every shop owner with a baton and a license to arrest people, then there would be less violence too. pressing criminal charges to make them be aware of what is going on, and participate, seeing as how it is near them and it is their moral obligation as a citizen would do.

    Then, we could also try to view the violence as a cost to the state. if it were that there are medical bills to pay for, and legal bills too, then there would be financial gain in making their own country less violent. they might also observe that most violence is resource related, so there is the issue of insurance too.

    So, they should maybe as soon as they feel threatened, make conversation, and offer them a handshake? this will relieve all the stress, as the assaulter might think they have gained this person's respect, yes? to add to this, the victim could talk their way out of a mugging, so, that they do not lose their health too!

    Now if they were to open a dialogue, they could say they are a policeman or something important - how will the others know? this might deter them even more, but it is likely to avoid the violence, which was the purpose of this entry.
