The way home affairs is set up in my country South Africa, at the moment, it is easy to say it needs fixing. let's start with taxation? every year people are expected to stand in a line to pay their taxes, or they get penalized by about a thousand dollars of ten thousand rand.
The best way to deal with this is to put it to the banks all year long. i mean, it is orderly to have it done all at once, and it could be more neat and tidy, but having it done over three months, when you could have it done in three weeks, is ludicrous!
So, the best thing to do if you ask me, is to make it so that the banks just deduct the taxes each month. this would shift the balance from the state onto the banks, who do it without the people coming in, and, they could even write a program that goes into the files to find totals quite easily. then, the auditors could write a audit worm that randomly goes through the bank accounts each day, and gives inconsistencies via email to the bankers and state team. then, at financial year end they could compare it to last years totals and such.
