Incorrect. States rights was used as a code word for discrimination in the run up to the Civil War until well past WWII. But that isn't what states rights are.
During the Articles of Confederation the states realized that the federal government wasn't able to do anything. They wanted to give it real authority just not too much. The Constitution achieved that. The states only ceded limited enumerated powers to the federal government and retained all other powers for themselves.
It is a simple concept made difficult by public schools. On purpose IMO.
It is a sad state of affairs when one mentions the word federalism and people stare at you and drool.

Yeah, BFD. Who the $#@! couldn't arrive at similar rules by the time they have any sort of reasoning skills? Nothing supernatural needed there. No stone tablets. No burning bushes. Just common sense.
