According to the interview with the police commissioner, that prisoner was not in the van until after several stops and after they had already called for medical assistance for Grey. Grey was in bad shape before he was even in the van.

The police have stated that the van made a mystery stop an unscheduled stop.
Why?. What happened when the one prisoner was removed from the van. Theres alot of explanations that need to be made. I dont see how you can crush your voicebox cuffed in the wagon

Easy ... simply research as to how the Freddie Gray case broke ... you'll find that the cops tried to hush and cover it up all the way until he died and this photo hit the media ...
