    Where that might be true, the next administration needs to make this a priority, I believe the GOP candidate ought to make it an issue. And a big one. This Administration couldn't build a website for Obamacare, we've seen hack after irresponsible hack, we not only see a glaring lack of leadership at Homeland Security and cyber-security, we're seeing it in institutions such as the Secret Service.     That said, this was a massive failure on the part of the government to protect information and to combat cyber attacks. It's scary that the Chinese were able to just hang out in US databases for so long.     Two issues:
    1. Government incompetence- the data was not encrypted. And OPM didn't even know where it was all stored.
    2. The open nature of the internet in the West. China can hack the West much easier than the West can hack China.

    Department of Homeland Security Assistant Secretary for Cybersecurity Dr. Andy Ozment testified that encryption would “not have helped in this case” because the attackers had gained valid user credentials to the systems that they attacked — likely through social engineering. And because of the lack of multifactor authentication on these systems, the attackers would have been able to use those credentials at will to access systems from within and potentially even from outside the network.
