And he's not out of the woods yet.. the Justice Department may yet bring federal civl rights charges.

Oh I remember this story same as Baltimore stand down order. De Blasio orders the police to run off cigarette traffickers hurting city tax revenue, they do what he demanded and because the guy fought the popo instead of leaving it's the police departments fault.

Gardener was sold cigarettes illegally. Choking him to death seems like a reasonable punishment for such a crime, although, I'll admit that a bullet to the head would have been a bit more merciful.
