    A Sarasota, Florida, cop seen on a video tossing peanuts at a handcuffed homeless man has resigned, officials said Tuesday.

    Officer Andrew Halpin, a nine-year veteran of the Sarasota Police Department, was under investigation after the surveillance video taken at the Sarasota County Jail on July 18 was made public last week.

    Police Chief Bernadette DiPino said in a statement that Halpin's actions in the video were "unacceptable" — but he made the choice to resign before providing an explanation to internal affairs.

    Saw a homeless man today, my wife and I had to drive to Gainesville to Shands Hospital to visit someone. We drove through another city to get the highway and there was a homeless guy, talking to himself he obviously had mental issues sitting in the pouring rain with thunder and lightning, we all know how dangerous that is in fla, with just a gym bag.
    In my day in the winter or any bad circumstance, we would cuff him put him in the car and lock him up for something. If not anything else it gave him 2 or 3 days out of the weather and a full belly. My son in laws tell me thats a no no today. SOP wont allow it.

    I think there are no vagrancy laws anymore because it's too expensive to lock up homeless people to keep them safe.
