I believe they have it covered already in the following clause that many would certainly believe applies to governmental employees such as a County Clerk whose salary comes from the taxpayer and upon whom it is incumbent to perform their duties as assigned and not discriminate against the citizenry. This clause certainly says that the Clerk cannot excuse herself/himself from their duties and place someone else to do their work for them based upon their mere religious beliefs. Good clause that protects same-sex marriage partners! Thanks!

An accommodation may cause undue hardship if it is costly, compromises workplace safety, decreasesworkplace efficiency, infringes on the rights of other employees, or requires other employees to do more than their share of potentially hazardous or burdensome work."
Let's see how much care and compassion Trump and Republicans show for their fellow Americans to truly help them out in their time of need.
Let's start the count to see if Trump comes through on the many things he promised to do for Americans. If he doesn't, along with a Republican Congress, then what's his and their excuse?
Yet you can't discount the fact that there are County Clerks, like the one in Kentucky, who have been reported to have ordered their staff to also not issue same-sex marriage licenses. Therefore, that well proves my point. And when that happens, the citizen is left out in the cold not being served by a public official and that should therefore be dereliction of duty.
And further, what about those, like what I am saying just above about Clerks, who believe that just because they are County Clerks they can order their staff members to also not serve the public simply because they don't want to serve them due to personal prejudice? In doing so, they are dictating to their staff their own religious morals, views, and beliefs and are not allowing them to express their own which more than likely would be to issue the same-sex marriage licenses but they can't do that if the clerk, as their boss, tells them not to. In such case, the County Clerk should be removed from office for dereliction of duty by leaving certain citizens out in the cold without being served as they should be and have a right to be as tax-paying citizens.
