    Does nobody know what a Bond is? It is a Govt ENTITY BORROWING $$ from private investors at whatever RATE is available. It IS the State (or city) BORROWING and PAYING... but the actual FUNDING is a can kicked down the road. Taxpayers.. may avoid paying short term... but ultimately.. pay the $.. and the INTEREST on the bonds. Whatever private group CAN take a loan,sell bonds.. yet there's a reason this gets channeled through the State.

    As I said, those using the stadium pay the costs and principle.

    This is set up to not come from tax revenues.
