Technically and formally correct. In actuality, they simply reorganized and changed their name.
The history of the Russian/Soviet secret police is fascinating stuff. The Czar's secret police was known as the Okhrana. Felix Dzerzhinsky came along, the top echelon of the Okhrana either got shell casings to the backs of their skulls or (rarely) "found religion" in the new regime, and the same lower level players became the Cheka. The Cheka went through several name changes - OGPU, NGKB, NKVD, MGB - and eventually was named the KGB. Which is now the Federal Security Service.
With occasional lopping off of heads at the top (or not), the bulk of it is the exact same people.
