Just make every forum one that can be monitored by its creator. Then if someone says something the OP disagrees with, its "off with your head". We can then open a lot of discussion by not being allowed to discuss anything anyone disagrees with.
The ignore feature is your best friend.

I can sympathize, as I see what I consider disruptions, digressions, distractions from topics I'd like to discuss.
Problem is what you see as disruptive another might not. How do mods moderate that?
And as I've explained before I just don't see how one post can be disruptive. Sure, maybe is dismisses the thread as silly or heck;es to OP or something, but if that's it, it's not all that disruptive. What's disruptive is a series of such posts. And, I think, it needs to be tested, iow, others need to try to engage the poster and if s/he refuses, then TB or report to mods.
You should sit in on a family gathering: parents and other family. You try to tell a story and there's constant interruptions. I don't think we can keep a topic going for more than 30 seconds. Me: "I went to the bank the other day to--" Dad: "Did I ever tell you the time the bank overpaid...." Grrrrr.
