If a hacker was sponsored by a foreign government and was truly good at it, couldn't be get in and leave no evidence that he was there?
Maybe our security people are too incompetent to even find the evidence? After all, incompetence is the name of the game today.

She could bepersonally sending classified information to the Chinese and Russians and they would figure out a way to claim that shows her decisive leadership qualities.

Not to mention that what if it were a domestic hacker who then sold the information to a foreign government. The article states no evidence for a "foreign hacker".
When I was in the military anything labeled classified was treated with the highest security. Even envelopes marked "confidential" were burned, much less the information contained within. Anything was was even remotely compromised was treated that it had been compromised. I remember an incident when the Ship's Yeoman inadvertently opened an envelop containing test to move up a rank. He did not take the test out of the inner envelope but they were still destroyed and the test cancelled because of the remote possibility that they had been opened and then resealed. He was also given a Captain's Mast for his failure to properly handle classified information. Compromised test were certainly far less of a security risk than top secret information of the highest status. The fact that they may have been compromised should be enough to have treated this with far more urgency than it has been.

By using a personal email server (she had no state.gov address) exclusively, she skirted the rules governing federal records management. The National Archives and Records Administration requires federal agencies to make and preserve records that duly document agency activity, so that they are readily available when needed -- such as for FOIA requests or congressional inquiries.
