Maybe they are doing it so the same kids do not starve to death. Not sure.
I started working under the table illegally when I was a little shy of 14. I didn't have to. It didn't hurt my grades or keep me out of school. My parents were rather whatever about it. Started working elsewhere when I was 16. I didn't even really need the money. I just put most all of it in a savings account buying a few indulgences here and there along the way. I just liked working and getting out with people outside my own little world I otherwise was in.
