That's fairly true.
Violations of rule 9, including what we call playing the mod card, are dealt with fairly automatically, though it can take time to get enough consensus. The exception would be if the mod argued with the member who complained about moderation or played the mod card, then we're stuck and have to ask the mod to stop.
There are some other things that are fairly automatic, like suggesting someone is drunk or drugged, attacking family, and some others I can't think of right now.
The rest we have to weigh severity, contenxt, and other things to make out best judgement calls and then follow consensus.
