No. The government did not. It merely says if you are in the business of selling a product you cannot refuse to sell it for reason of your personal beliefs. If a store has one clerk or pharmacist in this case that clerk cannot decide what he will or will not dispense based upon his or her beliefs.

If one lives in a major metropolitan area, no chain pharmacy is going to employ a Pharmacologist, who has religious objections with dispensing birth control. And if they do, there will be other licensed Pharmacologists who have no objections.
