We can't second-guess what information they may have had at the moment and why they reached whatever decision they did back then. However, now this report explains what really happened and proves all Republicans wrong who were so anxious to indict Clinton on bogus charges that obviously could not withstand scrutiny.

doesn't one have to be found "Not Guilty" in a trial, other than bench trial, to be officially declared Exonerated. It does in most courts by legal opinion.
Same source declared that she had won the presidency, when no vote for the presidency had been been executed or counted?
