Thats standard for those in the civilian world that wouldnt know what to do in a crisis or a disaster. Nor in defending and or saving themselves. Not with the Military. You mistake organization and efficiency with those who must be told what to do at all times of their existence. It is clear you are not aware of the sacrifice made and taken. For those that died just so you can have that say.
