    Ah. I misunderstood the real intent of your first post. I understand the situation just fine. Don't try and run away into fake sneer ad hom.

    "Minimize." Your word. The MINIMUM in any social/political/cultural behavioral situation is ZERO occurrence.

    Therefore: what would you do to guarantee (zero occurrence) conflict of interest, so as to protect the essential rights of the felon? (Please don't try and deflect by saying the felon has no rights.)

    Absolutely. Violent offenders should remain in prison until they are capable of returning to society. For some, like murderers and rapists, that threshold is unlikely to ever be met.

    No, you don't understand.

    Because there is no way to "guarantee" that someone won't be corrupt or incompetent.

    You can only hope to minimize that possibility by establishing high standards, vetting applicants, and conducting periodic oversight.

    I am more of a traditionalist. Punitive should be swift and severe matching the crime in severity and after that the person should be given a choice, work to compensate the victim/family or die. I am not for this locked up forever crap, if they are that bad remove them from life so others are not paying for their crime.
