Was he left handed? If so, it looks as if he might have been going for his gun. Was he shot at that point? No officer should be hesitant to shoot if he feels he's in danger from a suspect. Sometimes, there is a real gun -- sometimes, it's just a BB gun, and sometimes there is no gun at all, but I'm glad you and I can agree that an officer has a right to shoot if he feels the suspect presents a danger. These are split-second decisions the officers have to make, and we need to back them.
Civil disobedience? Threatening federal and other law enforcement with threats of death, seizure of pubic property, kidnapping, destruction of property, theft, illegal use of government facilities and equipment, and failure to pay government grazing fees. Hardly a simple little case of "civil disobedience". You have all the ear markings of an anarchist.
