True, I know a guy who flunked the Marine Corps entrance test, but passed the Philadelphia police exam!
That's all the more reason to obey people with guns.
We're moving towards a society where criminals want the option to simply decline being arrested. We're seeing pursuits aborted. What do we get with that? More eluding!

If a cop acts outside the law - he should be dealt with most harshly.
But yes, in the interest of survival it is wise to not agitate the simpler, yet well armed life forms of limited sentience.
