Actually, a nuclear detonation IN THE WATERS in the path of a hurricane would directly change things, but not in a predictable manner. The increased water temperature would definitely add fuel to the hurricane. I'm pretty sure Trump (who is the smartest president in history) probably knows that.

Your article (WHICH IS A YEAR OLD, BY THE WAY) didn't specify if the president was serious about that statement, (if we assumed he said it at all.) Had he BEEN serious, there would have been a paper trail all over the place that even those lying incompetent ignorant ass holes at CNN would have discovered and maybe gotten right. He would have ordered a quick study on the physics of such a move. Several government scientific agencies would have done studies and even the incompetent New York Times would have gotten the story.
What we know for a fact is that Trump has been president almost four full years and America has remained at DEFCON 5 for the entire time.
