My initial impulse was to ridicule this post but I have more respect for you than many members here.
If this was the case - NFL ratings down because it's an election year then the same phenomenon would have been present in prior election years.
That and a debate might, might I impress impact what - 3 individual games?

Nah, that's not the case. It's marketing the NFL to everyone but NFL fans, the constant ridiculous rule changes and all of the off-the-field issues that are evermore present.
That and millenniums only need soundbytes of games on their phones (for their fantasy teams), why watch the whole game?
The NFL needs a new regime, that markets to fans, not foreigners. And produces a product that is worth watching.
