    Obama Said to Use 1953 Law to Restrict Offshore Oil Drilling

    Move to permanently protect parts of Atlantic, Arctic
    Canada to join in coordinated announcement of restrictions



    President Barack Obama is preparing to block the sale of new offshore drilling rights in most of the U.S. Arctic and parts of the Atlantic, a move that could indefinitely restrict oil production there, according to people familiar with the decision.

    Obama will invoke a provision in a 1953 law that gives him wide latitude to withdraw U.S. waters from future oil and gas leasing, said the people who spoke on condition of anonymity because the decision had not been announced. Until now the law has been used mostly to permanently preserve coral reefs, walrus feeding grounds and marine sanctuaries.

    Related actions by Canada, including a possible five-year pause on some activity in its share of the Beaufort Sea north of Canada’s Northwest Territories, will be announced at the same time as the U.S. action, the people said.

    "If the reports are right, then this is a gift to the public and to our kids that will rank with any in the history of American conservation," said Niel Lawrence, Alaska director of the Natural Resources Defense Council.

    Coming in the waning days of his administration, Obama’s move -- set to be announced Tuesday -- responds to a clamor from environmental activists who have looked for a way to lock in protections before President-elect Donald Trump takes office.

    Trumps officials have already said they can stop that law. Who knows, I dont know enough about offshore drilling to be for it or against it

    API Chief: Offshore Oil and Gas Production Could Create 800,000-Plus U.S. Jobs, $200 Billion Annually to Treasury
    January 9, 2017 – Jack Gerard, president and CEO of the American Petroleum Institute, said last week that opening up offshore production of oil and natural gas could create more than 800,000 U.S. jobs and provide some $200 billion in revenue to the federal Treasury.
    In his keynote speech last week in Washington, D.C., Gerard referenced these and other statistics in the trade association’s annual State of American Energy report, including a call to revise or repeal regulations that have been put in place by the Obama administration, which he said have stifled the production of the abundant domestic oil and gas resources. “We must examine the regulatory onslaught of the last few years that has proposed or imposed some 145 new regulations on the oil and gas industry and other executive actions on our industry and instead work to implement smart energy regulations that are focused on the consumer, that help to grow our domestic economy, protect our workers and continue to improve the environment,” Gerard said. “It is our view that regulations that do not align with those basic and commonsense goals should be reexamined, revised or removed to make way for smarter and forward-looking energy policies,” he said.

    “Case in point, today, 94 percent of federal offshore acreage is off limits to energy production,” Gerard said. “Allowing more offshore oil and natural gas production could create more than 800,000 new jobs, grow our economy by up to $70 billion a year and raise more than $200 billion in cumulative revenue for the government treasury. “Restricted offshore areas could hold more than 50 billion barrels, or more, of oil and more than 195 trillion cubic feet of natural gas,” Gerard said. “Just imagine what the industry could do to further benefit consumers, the economy and the environment if more of that energy were available for responsible and safe domestic production.”

    Gerard said the United States is the largest producer of oil, natural gas and refined product in the world and that the federal government itself estimates that by 2040, 60 percent of U.S. energy needs will be provided by oil and gas, “even under optimistic scenarios for renewable energy growth.” Gerard also said that, according to the federal U.S. Energy Information Administration (EIA), in the first six months of 2016, carbon emission from electricity generation where at a 25-year low. “What we know from recent performance is that we no longer have to choose between more energy and a cleaner environment,” Gerard said. “Our nation has dramatically increased energy production and use even as emissions continue to decline.”

    Studies: Offshore drilling plan could produce $590B economic boom
    March 9, 2018 -- Nearly $600 billion could be added to the domestic economy within 20 years by President Donald Trump's plan to expand coastal oil and natural gas drilling, an industry report said Friday.
    Studies of four regions by Calash and Northern Economics and released by the American Petroleum Institute indicate the Atlantic region could have up to $260 billion in increased economic potential -- $160 billion in the Pacific region, $118 billion in the Gulf of Mexico and $60 billion near Alaska. The development refers to drilling on the outer Continental Shelf, where the search for oil and national gas resources are currently restricted.

    Trump's plan to open the areas to drilling was announced in January and involves 19 lease sales off Alaska's coast, seven in the Pacific, 12 in the Gulf of Mexico and nine in the Atlantic. It has been controversial, with bipartisan opposition from legislators in states that border the proposed drilling areas. Legislators and environmental groups say that drilling would harm tourism and fishing, and worsen effects of climate change. The API reports were released on the final day of public comment on Trump's drilling plans.


    President Donald Trump's plan to open areas on the Outer Continental Shelf to oil and natural gas drilling could bring an additional $590 billion to the U.S. economy, the American Petroleum Institute said Friday.

    Oceana, a conservation organization, said in its own report this week the federal plan threatens 2.6 million jobs and nearly $180 billion in economic activity in coastal communities. "From ocean views scattered with drilling platforms, to the industrialization of our coastal communities, to the unacceptable risk of more BP Deepwater Horizon-like disasters, expanding offshore drilling to new areas threatens thriving coastal economies and booming industries like tourism, recreation and fishing that rely on oil-free beaches and healthy oceans," Diane Hoskins, Oceana's campaign director, said. "I would characterize our studies as being a bit more based in reality," Erik Milito, API director for upstream operations, told reporters. "We've seen in the Gulf of Mexico the success of the industry in terms of coexisting and working closely with tourism, commercial fishing as well as the military."

    The White House now must evaluate public comment and release another proposal, then take additional comment and finalize the development plan. Any new drilling could come after additional environmental studies and sales of drilling rights.
