I hate to parse words here, but it depends on what you mean by 'wall'.

1. Do you mean an antiquated physical wall, like the Great Wall of China? No.
2. Do you mean a wall in the sense of a barrier, such as a combination of technology, fencing and other barriers as determined by the authorities as necessary where necessary to close /secure our borders? yes.

I was a systems engineer involved in writing the technical volume for two different "Wall" proposals. Both proposals had a "wall" consisting of physical barriers, roads, sensors, command and control, and other things I have forgotten. We have to consider preventing underground and above ground penetrations in addition to stopping foot, animal, and vehicular traffic across our border.
