VIPs are generally those who are good (faith) posters and contribute to the goal of the forum, which is discussion. That's decided by VIPs.
As such they get to decide the design of the forum and its rules. As a group they have influence on moderation but mods alone decide how to enforce that design and those rules. For example, VIPs wrote the troll rules and influenced mods stricter moderation of trolling. OTOH, mods decided to more strictly moderate On the Serious Side because that's a matter of how we moderate. There's not a clear line but that's the separation.
We've always taken feedback and input from members indirectly. through reports, for instance, but with the advent of Town Halls now all members can provide feedback and input and influence more directly how things work here.
