    VIPs are generally those who are good (faith) posters and contribute to the goal of the forum, which is discussion. That's decided by VIPs.

    As such they get to decide the design of the forum and its rules. As a group they have influence on moderation but mods alone decide how to enforce that design and those rules. For example, VIPs wrote the troll rules and influenced mods stricter moderation of trolling. OTOH, mods decided to more strictly moderate On the Serious Side because that's a matter of how we moderate. There's not a clear line but that's the separation.

    We've always taken feedback and input from members indirectly. through reports, for instance, but with the advent of Town Halls now all members can provide feedback and input and influence more directly how things work here.

    I recommend a Town Hall event NOT run by the moderators, but run by the VIPS. Let the VIPS either choose a representative or a panel of representatives to manage the event and either exclude the moderators or let them post as forum members and not be be permitted to turn it into THEIR discussion.

    So far, it hasn't specifically been run by the VIPs, but I would be okay with it being run by an impartial third party.

    I was going to recommend the VIPs have their own. It could cover forum design and rules as that is their business. It could not discuss moderation as this is the business of moderators and ADMIN. We could have VIP THs and Mod THs.

    You can't put limits on it and make them discuss only what YOU want them to discuss. You won't allow allow discussion of moderation on the Town Halls you hold unless the it consists of telling you how great you are. the purpose would be to have an open, discussion about whatever subjects related to the forum come up without having YOU or another mod saying "You can't talk about that".

    The purpose would be to discuss POLICY and in order for it to be a true Town Hall open forum discussion, that would have to include moderation policy.
