    It doesn't "expressly forbid" anything of the sort and calling it "seizing" is hyperbolic.

    His leadership of the country and the world through WWII and handling of the post-war peace process (at least as far as war in Europe, since he died before the official end of the war in the Pacific). Most of the New Deal reforms he put into place were a net positive for the country in my opinion. He continued the practice that was really started by his elder cousin Theodore and really made his administration accessible to the people through things like his fireside chats.
