    This happened in Kansas and the unfairness of it became apparent when my niece want to come to Kansas and live with my parents (her grandparents) while she attended nursing school. Although she would have been living with my parents, the college would not allow her to pay in-state rates, yet, an undocumented immigrant who met residency requirements in Kansas could pay those lower rates. My niece was not able to receive federal aid because her father (a right-wing tyrant) refused to help her, yet she had to cite his income when applying for aid. My sister, her mother, was able to financially help only a bit, not enough for her to come and study here at out-of-state rates. So she, an American citizen from birth, stayed in Colorado and attended a nursing program through a community college. When she graduated she came here. Meanwhile, students who were not even citizens of the United States, got the lower rates.

    It's unfair to say it's just so they can get welfare. It's also designed to be reflective and visible at night so when the gunfire starts people can run holding their ID card over their head so everyone knows they're a noncombatant.

    One other matter: Instead of your merely deflecting, do you suppose that you could actually answer the question at hand, viz.: "Are you saying, then, that 'local' authorities may nullify federal law, if that is their will?"

    Perhaps you will answer it this time.

    If not, then we will all know that your doing so would prove to be an embarrassment for you...
