Why not give a minute or two to thinking about other possible choices --- deliberately ignoring information . Deciding that an Enforcer scenario presented too many risks if it went wrong , for example . Frankly the loss of a handful of Americans is chicken feed versus a retaliatory offensive that kills a dozen or more civilians including children .
There are many other shades of opinion and action but certain personality types like matters only defined in binary terms---- Black/White and Right /Wrong

The Office of Mobile Security Deployment (MSD) (formerly Mobile Security Division) is a small, specialized unit within the U.S. Diplomatic Security Service (DSS) of the United States Department of State.

MSD is composed of specially trained Diplomatic Security Service Special Agents that typically operate in high-threat environments with little outside support.

Their assignment is the protection of members of the U.S. federal government overseas, particularly at U.S. embassies and consulates. Fighting kidnapping and terrorism are part of their duties, as well as protection and evacuation of U.S. citizens out of crisis areas and training of personnel in foreign countries.

MSD also augments other DSS agents in high-threat or high-profile protection missions.
