    He said their conclusions are based on assumptions, not that they can't make them. And what assumptions did he make, exactly? Because unlike the White House, he isn't asserting a conclusion. Rather, he's challenging a conclusion that's been asserted by the White House, so the burden of proof isn't on him, it's on the White House, and they've clearly fallen short of the high burden of proof that would be needed to rationalize an act of war against a sovereign nation.

Postol (born 1946) is a professor of Science, Technology, and International Security at the Massachusetts Institute of Technology and is a prominent critic of U.S. government statements about missile defense. He has also criticized the U.S. narratives of the Syrian government's involvement in the 2013 Ghouta chemical attack and the 2017 Khan Shaykhun chemical attack.
