    I have to objection to a class based policy.
    Whoever criticizes capitalism, while approving immigration, whose working class is its first victim, had better shut up. Whoever criticizes immigration, while remaining silent about capitalism, should do the same.

    The concept is good. The timing, regarding all affirmative action initiatives is incorrect. The initiative and incentives should be taken at a much earlier process in the education system. Inspire parents and their children with affirmative action programs at a much earlier age to garner a better, and more worthy result/receipent.

    This produces an effort of the citizenry at a much earlier stage to seize an opportunity. Efforts are rewarded before late stage advanced education, or, the workforce.
