Technical collection is quite good. But technical collection cannot usually tell us what an opponent's intentions are. Nor can it consistently uncover deceptions. HUMINT can help greatly.

You don't know what you don't know. Espionage will always be necessary for states that desire to maintain their independence. Human intelligence takes the longest to put in place but is also the most valuable for political and strategic military intelligence. Crooked Hillary compromised it.
