It doesn't have to wait for Trump to return. If this were true, they would be removed immediately for security reasons. They wouldn't even be able to get their personal effects.
Thus, I have a hard time believing they actually caught leakers.

They could easily be blocked from having access to sensitive information and not be fired. By doing so, it allows the administration to determine whether to pursue criminal charges and it also keeps them under government control until a proper disposition is determined.

This is true. I was a PRP individual. I had PRP oversight responsibilities as an additional duty. We could remove someone from the personel reliability program while we determined what else to do with them.
