With his administration and campaign associates being investigated by the F.B.I. and both intelligence committees in Congress, it would seem like an odd time for Donald Trump to be making ingratiating overtures to Russia. Yet even amid mounting suspicion that the Trump campaign had improper contact with Russian officials at the same time that the Kremlin was engaged in a wide-ranging campaign to sway the 2016 election, the president’s administration is reportedly considering returning two alleged Russian spy compounds, in Maryland and on Long Island, that President Barack Obama had ordered vacated in retaliation for the election meddling. At the end of last year, the Obama administration gave Moscow 24 hours to evacuate the two properties—which it said were being “used by Russian personnel for intelligence-related purposes”—and expelled 35 Russian “intelligence operatives.”

Obama seized the properties in December to punish Russia for meddling in the 2016 election. The White House has talked about giving the compounds back to Russia. What does Trump stand to gain by giving these places back to Russia? Why allow Russia to spy on the US from US soil?
