Several years ago I read that the ROI of the Apollo Program was 26:1; and likely higher, but that is as far as the economists could crunch the numbers.

Not just Apollo though .. the ROI on space program as a whole is ridiculous.

The moon is closer and can be used to develop the technology we need for Mars. Also we could construct ships and equipment there for Mars and eliminate the need to get all that stuff out of the earth's gravity well.

This is a bigger deal than you think. The Chinese are planning military bases on the moon. High ground has a particularly large significance here. You can't win a rock throwing contest from the bottom of a well.
