Because the mods are working it out. Right now he's on Post Review (see announcement) and effectively stopped. Knowing the mod team and admin, they are just trying to be prudent in applying the rule generally. You don't want a special rule, but one that applies to any member. Let them do their thing.

I did see the same poster (different name) was banned at another site I frequent. He/it used the same topics, same headlines. Same rapidity.

I went there to escape him/it here. LOL. The joke is on me.
