Actually I think the mandate is to the Republican Party, and it is clear; "Look, we're gonna give you guys one more chance to compromise, and work with this guy. So, we're gonna keep him right where he is. Either work with him, or you're really not gonna like what happens in 2014,"
That is what I think the mandate was.

You believe Obama has a mandate to do what he wishes or you wouldn't haven't post all that BS about voting percentages.
Your problem was posting a link claiming Bush had a mandate with less of the popular vote than Obama recieved, but the link was charging Bush with a mandate to heal a divided country, because the percentages were so close.
Obama's "mandate" via your link is to heal a divided country.
