First, you made a really stupid leap with that one, but providing safe heroin to junkies wasn't something I just thought up just now. It has been proposed in two far left wing west coast cities.
It doesn't encourage using drugs or continuing to use drugs. It simply allows addicts to have safe, clean needles rather than re-using and sharing needles.
I would think it encourages them for having a sanctioned safe place to shoot drugs without having to scrounge needles, its an enabler
