That's possible. But I don't think states want to be paying for all the promises they've been making in the form of pensions either. Debt per capita in some of these red states talking about secession is just as high in some of the blue states that are rolling their eyes.
Right now it's to make a point but further on down the road it may not be petitions but car bombs. I don't think the blue states wil be rolling their eyes. That said, no doubt the states are heavily in debt as well as long as their remains at least the illusion of a better tomorrow as a united country no one will take it too far. Once people are really struggling that will remove the last obstacle to a serious separatist movement.

I'm not really even talking about states. A separatist movement need not be officially acknowleged by anyone. They'll make themselves felt. It could very well be against both a state(s) and the federal government.
