He will fail. You cannot solve a socially constructed problem with force. As long as there is a demand for illegal drugs (and there always will be), people will find ways to supply it. And as long as the supply of such drugs remains illegal, the market for those drugs will be characterized by violence. So while his tough guy speech sounds nice, it will not solve anything. In fact, it will probably contribute to the problem by injecting even more violence into an already violent situation.

At the turn of the last century China had a huge drug problem thanks to the British. So many people were smoking opium the entire economy was suffering and families were collapsing. China arrested everyone they caught consuming drugs, they executed the drug dealers and gave the users one chance to come clean. If they were caught again they too were executed. Did that get rid of all drug abusers? No, of course not, but it certainly brought it down to a manageable level. Perhaps its time for us to do the same.

Actually, it was the communist Chinese under Mao who claimed to have solved the opium crisis through mass executions.
