I agree that the federal government should not be funding these relief efforts. Charities and other entities are much better at helping because they have incentive. It's mind boggling the number of times the federal government has rebuilt in the same areas. Where is the self responsibility of the individual?

I'm sure there are a variety of legitimate reasons people remain and rebuild multiple times but I suspect much of it is driven by economics. If the federal government stopped footing the bill it may force people to reconsider their choices. I admit I've never experienced this situation first hand so I may not be considering some critical information when forming my opinion.
