No. It's meant for people who who get irrationally upset over speech that challenges their beliefs. It has nothing to do with gender.

Because they lack the character to stand up to things they don't want to hear WITHOUT force. In other words having a speaker banned from campus when other students want to hear that speaker. Or the other extreme of "punching Nazis". Either violence or hiding behind the skirts of censorship.
