    The tax credits are upfront, by law. The consumers never did get the subsidy which is a different thing. That goes directly to the insurers to lower copays and deductibles, etc.

    Not really how I understand the tax credit to work in this context. The tax credit could be applied to your premium as you go as an advance in which case the government paid the insurer or you could have paid your whole premium and then used your credit as a refund amount in April. I recall them advising people who were unsure that it was better to pay their insurance out of pocket and then take the credit at tax times as opposed to having advanced credit given they may not have been eligible for and then have to pay all that money back to Uncle Sam in April.
