But breasts are sex organs, at least secondary ones because of breast feeding. Western culture tends to sexualize them.
I think what Raven is getting at, especially in post #14, where he says he does care so much but society does, is that breasts, boobs, should be covered in public not by law but by convention. Women who expose there boobs are considered immodest if not vulgar.

It's amazing, we can argue about laws being applied unequally when it comes to gays not being able to buy a cake or with affirmative action, but when it comes to a woman's breast, all of a sudden it's "but it's the law!" or "It's just the way it is.".
