It's been known for a long time that curbside recycling is a loser. Governments don't care if they waste your tax dollars.
The city does it all in my city. There is no "company" involved on the collection side. Companies do not become involved until after trash is collected.

This was your original quote. What does that have to do with the curbside collection you are now talking about?

I think aluminum and cardboard are the only two things not trashed. The city says people should still do it anyway on the others because it gives them data to work with to help try to find a purchaser and know how much they realistic could supply.

I haven't said a thing about curbside collection in relation to recycle centers. My city owns the recycle dumpsters and services the recycle dumpsters. It sorts the recyclables into batches and only then does anyone outside the city become involved. It also owns the e-recycling building as you drop those off at a government building for electronics to be recycled. It is not until after that any private parties become on board.

Okay, so how do you know they don't actually recycle the recyclables?

In the area I live in, all the recycling bins are owned by private companies.
