First insider trading was legal for congress. Gillibrand put an end to that. Now this. Does anyone else find themselves wondering what other corruption are they practicing that we don't know about yet?

Taxpayers should not be paying for settlements.
Regardless of what I might personally think, we should also keep in mind that settling with someone making an accusation makes the problem go away quicker than a court case. You can also include an NDA. For a politician or anyone in a position that the public cares about, making a problem disappear is safer than trying to debunk it. No publicity or attention, and they can be buried.
