I'd go with Netflix because it's cheaper and has more content than HBO.

Just in terms of who is producing the newest and freshest content, Netflix has an edge over HBO. HBO arguably has some of the single best content, like Game of Thrones and True Detective, but Netflix is producing a larger volume of high quality content and HBO seems to be struggling to keep up. Basically, as Game of Thrones draws to a close, HBO is scrambling for something to replace it. Meanwhile, Netflix is pumping out several very successful series that are in their infancy.

Netflix is my favorite.
I also have Amazin Prime and have access to their streaming videos which are quite good.
Your ISP may give you free access to other smaller streaming sources. I have Spectrum and it gives me access to AMC for series like the Walking Dead, Better Call Saul. I think things are moving in this direction, where ISPs provide a lot of content.
