What is our national policy?
Russia and China are threats. So are North Korea and Iran. But that is not policy. What do we want to accomplish?
Strategy matches military capabilities against national policy. Operations, or operational art, helps tie together strategy, the means for winning wars, with tactics, the means for winning battles.
So what do we want the marines to do operationally and tactically? What do we want everyone else to do? What roles to other armed forces/capabilities have in warfare?
